Can a Person Get Back Money From Government Account

An applicant paid an amount of Rs.6.00 Lakhs to a govt. office through a Demand draft for a particular permission/license without knowing the actual fee. But actual fee payable by him is Rs.3.00 Lakhs only. After knowing the actual fee he went to govt.office and requested to return the Rs.6.00 Lakhs Demand Draft which was not adjusted into government account.
Can he get back the Rs.6.00 Lakhs Demand Draft(which was not adjusted into govt.account) duly paying the actual fee of Rs.3.00 Lakhs.

Narasimha Rao! Answer of this question in simple words is no because this is mistake of an applicant. He should check the updated rules relating to permission or license fees. Only after this, he should deposit money or paid money in govt. account through bank draft. Applicant should apply for refund of excess payment of Rs. 3 Lakh instead of paying actual fees of Rs. 3.00 Lakhs. You should also wait for some time. Govt. check your excess payment. But, still it is the right of Govt. to adjust it with next time license fees.
